Special Telephone Equipment Programs
Most states have programs to help individuals with disabilities use telephones. The following states provide anti-stuttering telephone devices to qualified consumers:
States that DO NOT provide anti-stuttering telephone devices include:
- Alabama (no program)
- Alaska (TTY only)
- Colorado (hearing impaired only)
- Connecticut (TTY only)
- Delaware (no program)
- District of Columbia (no program)
- Hawaii (relay only)
- Idaho (hearing impaired only)
- Illinois (hearing impaired only)
- Indiana (TTY only; only below median income)
- Kansas (relay only)
- Kentucky (hearing impaired only)
- Michigan (hearing impaired only)
- Mississippi (relay only)
- Nebraska (relay only)
- Nevada (no program)
- New Hampshire (independent living only)
- New Jersey (hearing impaired only)
- New Mexico (no program)
- New York (no program)
- Ohio (no program)
- Oklahoma (no program)
- Utah (TTY only)
- West Virginia (hearing impaired only)
- Wyoming (no program)
Other states may provide anti-stuttering telephone devices on a case-by-case basis. Find other state programs on the TEDPA website. In general, if a program's mandate includes speech-impaired individuals then the program might help stutterers. If a program's mandate is only for hearing-impaired individuals then the program doesn't help stutterers.
Vocational Rehabilitation
We've had many positive experiences with state vocational rehabilitation programs. If an adult (usually 16 or older) stutterer is unemployed, these programs pay for a stuttering treatment device, speech therapy, job training, and help the individual get a job. To find your state's program, check this list or look in your telephone directory's government "Blue Pages" under your state's Department of Labor or Education.
Employers
In every case we know of, when a stutterer asked his or her employer for assistance paying for our devices, the employer was more than happy to help. Often the employer then offers the stutterer a promotion. This is because most stutterers work harder than other employees to make up for their speech disability.
Also, the Americans with Disabilities Act requires some employers to provide anti-stuttering devices.
Health Insurance Plans
Many of our stuttering treatment devices are paid for by health insurance. Speech clinics handle this billing. Casa Futura Technologies never directly bills health insurance plans.
When asking for health insurance or Medicaid coverage, you will need the procedure and diagnosis codes. The CPT/HCPCS procedure code for electronic anti-stuttering devices is E1399-NU. The diagnosis code for stuttering is 307.0.
Service Clubs
We've had good experiences with service organizations including Sertoma (SERvice TO MAnkind) and Lions Clubs. Our experience has been that service organizations prefer to help low-income children and teenagers, and that they prefer to be approached by the child's speech-language pathologist.
Other Sources
We've also had devices paid for by Veterans Administration Medical Centers and Medicaid.
Obsolete and Used Devices
No used or obsolete devices are available for sale at this time.
We usually donate used devices to speech clinics and individuals in developing countries. In 2007 we donated six devices to speech clinics in Bosnia and Herzegovina, and three devices to speech clinics in Cuba. In previous years we donated devices to recipients in China, India, Pakistan, Bulgaria, Peru, Benin, Bhutan, and Nigeria.
